Delhi Elections 2025:-Former Delhi Chief Minister and Aam Aadmi Party (AAP) leader Arvind Kejriwal has made a big claim about the upcoming Delhi elections. He said that he has received information from sources that the Bharatiya Janata Party (BJP) might manipulate 10% of the votes using electronic voting machines (EVMs). Kejriwal urged Delhi’s voters to come out in large numbers and vote for AAP so that even if manipulation happens, the party still wins with a clear majority.
He explained, “If we have a lead of 15%, we will end up winning by only 5%. That’s why we need to ensure that we have at least a 10% lead in every constituency.”
This statement has raised a big question—does this 10% vote difference really decide the winner in Delhi elections? Let’s look at past election data to understand the situation better.

Delhi Elections and the 40% Rule
If we analyze past Delhi elections, one pattern is clear: any party that gets more than 40% of the votes forms the government. This has been true for every election since 1993, except in 2013.
- In the 2013 Delhi elections, no party crossed the 40% mark:
- BJP got 33.3% votes
- AAP got 29.7% votes
- Congress got 24.7% votes
- Since no party had a majority, AAP and Congress formed a coalition government.
- In the 2020 elections, AAP won with a huge margin:
- AAP got 53.8% votes and won 62 seats
- BJP got 38.5% votes
- Congress was wiped out with just 4.23% votes
From this, we can see that even though AAP had a big lead, BJP was not too far behind. Experts believe that if AAP loses even 10% of its votes, and half of those voters shift to BJP, the election results could change completely. This is why AAP is worried about the 10% vote swing.

AAP’s Strategy to Prevent Vote Tampering
To ensure transparency in the elections, Arvind Kejriwal announced that AAP has created a special website to track polling booth data and prevent EVM tampering.
On February 5, the night before the elections, AAP will upload six important details from every polling booth on this website:
- Polling Booth Name and Number – Identifying each location clearly.
- Presiding Officer’s Name – The official responsible for the booth.
- Control Unit ID – The unique identification number of the EVM used.
- Total Votes Cast – The exact number of votes recorded at the booth by the end of polling.
- EVM Battery Status – The battery percentage before and after voting.
- Agent Name – The name of the person monitoring the booth for AAP.
Kejriwal explained that this data will help cross-check votes during counting. He gave an example:
“Suppose a polling booth records 800 votes. Later, if the final count shows 900 votes, we will have proof that tampering occurred. Similarly, if an EVM’s battery was at 60% at night and later changed to 100%, it could indicate that the machine was replaced or manipulated.”
Why This Matters?
In previous elections, many opposition parties have alleged that EVMs were manipulated. Kejriwal’s website aims to provide a way for voters and party workers to verify results and detect possible fraud. By tracking every polling booth’s data, AAP hopes to prevent any last-minute changes in vote counts.
The battle for Delhi is not just about campaigning; it is also about securing votes till the last moment. With BJP closing in on AAP’s vote share, even a 10% shift in votes could change the entire election outcome. That’s why Kejriwal is calling it the “10% game”—because those votes could make all the difference.
